Reward for the "Best Answer" and "per upvote on question" adjusted

Hello everyone,

today I've reduced the number of points that you receive for "Having your answer selected as the best" from 15 to 10 points. The reason for this change is that the reward seemed too big, comparing it to points received from upvotes on questions and answers (15 was an equivalent of 3 upvotes on an answer and over 7 upvotes on a question).

Moreover, since we want to value good, well-researched and high-quality questions that are useful to all members of the community, the reward points from upvotes on questions have been raised from 2 to 3 points per upvote.

All user points have been recalculated to reflect this change.
